Why can't New Orleans get help with post-Katrina mental health problem?

Why can't New Orleans get help with post-Katrina mental health problem? There is currently a mental health crisis in the New Orleans metro area...lack of hospital beds, mental health providers and the state government is lacking in their response.
I am not talking just about New Orleans but the entire area surrounding it. That means all the parishes and the Mississippi Gulf Coast so don't put everybody in the same category as just the city of New Orleans which I know had many problems before Katrina.

They had a mental health problem before katrina - its called laziness. If getting these people help would get them off their butts and get a job, then sure I am all for it.
