It's chump change designed to stop the spread of HIV in Africa. Africa's natural resources are still ripe for exploitation, and American businessmen don't want to sleep with HIV-infected prostitutes while traveling to Africa on business.

Personally, I don't want tax dollars spent on any programs. However, I think it's better than forcing genital mutilation on them. At the same time, it makes me doubt their credibility as researchers.
And on an interesting side note, another African nation has refused to implement a circumcision program saying there is no evidence that it works.
