Mental health courts are for those people who have a mental illness and are charged with nonviolent or misdemeanor crimes...trying to keep them out of "regular" court because they have illness and are "special".
Yes, it is specifically to form a treatment plan for the offender, in order to keep them out of jail.
Sometimes mentally ill people need special treatment because they go nuts off their meds and it's not their fault...so the MHC tries to help.
If they don't comply though, and keep on meds and doctor visits and social services and whatever else is in their case plan ordered by the judge.....they go to jail like the rest of us.
