The inpatient floor has rules for what can be brought in: no sharp stuff (including writing utensils), nothing that could cause harm if swallowed (glue, etc), no ribbons/rope (theyre suicidal). I also don't want to bring in something too competitive (like cards), because alot of these patients have agressive tendencies. We are not allowed to watch TV/movies with them.
What can I bring to entertain these patients?

If its in the budget bring in ceramic items they can paint. (you might also inquire at your local ceramic shop if they'd be willing to part with some of their unused inventory for a good cause! Many paints are non toxic and you can limit the amount they use. You could also bring in cupcakes and then the decorations that go on top. You'd have to have an alternative if one of them were diabetic though or allergic to things like nuts. You could do sandplay with them as well. Music and movement is an idea. Tossing rubber balls to one another in a circle. Making collages with pre cut items, hard beans, some glitter, and tape or a non toxic glue subsitute. Reading a well chosen book for group discussion may bring another dimension. Best wishes to you in your field - they are fortunate to have you.

It occurs to me that if these people could genuinely feel productive rather than just 'passing time' it might be beneficial to their mental health.
My idea was to take a video camera and ask your patients to allow you to record short clips of themselves telling jokes (appropriate for the young), singing children's songs, doing silly skits, etc. Tell them that this video will later be used to entertain young hospital patients or disabled children, etc.
The motivation to be creative for the benefit of others who are suffering should prove quite therapeutic.

I'd have lost it when I was inpatient if I couldn't write. I spent 90% of my free time journaling. What about crayons? Art is always fun and there's not much wrong you can do with crayons and non-toxic markers.

If there are some of those boards with the markers that you wipe off, try playing Pictionary. People draw some kind of concept and everyone else tries to guess what they have drawn.The person that guesses takes the next turn.
There are those Positive Affirmation Cards that you can buy or make your own. Each person could pick a card and talk about how that card relates to them.
Put pieces of paper in a hat with different sentences on them leaving a blank where the person can fill in the word.
Ex: When I get angry....
I get frightened when....
