For one thing, the objective section needs to be eliminated altogether - that's not used in resumes anymore. Look at www.monster.com and other ' sites that have samples of "winning" resumes

use power words whenever possible. For instance "streamlined billing" sounds better then just handling it.
I'm also not familiar with california social work terms, is Level 14 an industry term that your new employer would know? You also buried your ability to translate spanish, this is a HUGE marketing tool for you, I'd put a personal skills section at the top with that as bullet #1 instead of a Career objective, career objectives don't distinguish you from another candidate. Anyone can say what they're looking for.
other then that, definately include a cover letter, it lets the employer know you really are interested in them, too. They have over 150 applicants, and it's an easy way to screen, simply not having one will hurt you. You'll want to use a ton of statistics and what you've done at various positions.
