How does Florida funds its services to the disabled (mentally retarded/ mentally ill) and the ederly?

How does Florida funds its services to the disabled (mentally retarded/ mentally ill) and the ederly?I am looking into moving to Florida and opening a community mental health/elderly services business. In michigan (where I live now) each county has a community mental health agency that is responsible for providing services directly or contracting them out to providers. My business will be considered being a provider.

I am not sure how florida goes about funding its services, and cannot find a website that provides this information.

Any help would be greatly appreciated
