First of all, please do not use the term 'service users' as they are patients. In the current day NHS, mental health teams do not see patients, therefore they can hardly be termed service users!

As for the mental health act, it has many effects. In summary, it guarantees treatment to those who are a danger to themselves or others. Though in doing so, it does restrict human rights.

The first 5 years of the Mental Health Services Oversight and Accountability Commission. MHSA funded programs focus on the comprehensive needs of individuals and families and the provision of services designed to prevent more costly interventions. In November 2004, California voters passed Proposition 63, the Mental Health Services Act (MHSA) The law calls for the establishment of the Mental Health Services Oversight and Accountability Commission (MHSOAC). Section 10 of the MHSA (Welfare and Institutions Code Section 5845) established the Mental Health Services Oversight and Accountability Commission (MHSOAC) and defined the creation and composition of the Commission. The MHSOAC oversees the Adults and Older Adults Systems of Care Act; Human Resources; Innovative Programs; Prevention & Early Intervention Programs; and the Children's Mental Health Services Act. The Commission replaced the advisory committee which had been established pursuant to Welfare and Institutions Code Section 5814. MHSOAC Oversees the MHSA The role of the Mental Health Services Oversight and Accountability Commission (MHSOAC) is to oversee the implementation of the Mental Health Services Act (MHSA). The MHSOAC is also responsible for developing strategies to overcome stigma. At any time, the MHSOAC may advise the Governor or the Legislature on mental health policy.
