Hi Stupidname, your question is so difficult to answer, even though I want to, because it lacks detail. From Yahoo Pulse I know you are a female from New York and then details in your question.
You have a communication difficulty with your CMHC, firstly because they will not let you call after hours when you are upset. I have to assume that during the day there is a full team of mental health professionals and that at a point in the day it is reduced to a skeleton staff, which is intended for people in crisis. This is the point that you have been ringing in the past and now they have stopped you, probably because they don't interpret your calls as 'crisis'. Is this the situation?
When you say they are manipulative and sneaky, without detail I cannot offer any comment. What has happened that makes you feel this way?

It seems as though they have a set schedule and aren't open at night. If you are in an emergency situation and you need someone to talk to, you could always call a 24 hour call center. There are several different organizations that run these, some even offer online chat or e-mail as a way to get in contact. If you need immediate help, I would recommend contacting:

A community health center doesn;t have people there 24 hours a day..... there are hotlines you can call if you are upset when they are closed... they are not there to support you 24 hours a day.
