Some of the specific crimes I was referring to were played out as follows:
A mother shot and killed her three children (all under 10) because she was confused according to her lawyer - her relatives were making public comments that she had been on medication for depression. Another was a woman that stabbed her 6 month old to make him stop crying, again after Child Protective Services had been involved previously. A man invited teenagers to party at his house and it seems a lot of neighbors knew this happened long before a young girl was found dead in his shower. His family says he was on medication, but recently lost his insurance. All these and more asked for help and were turned away because they didn't have money or insurance. All these people had been reported to public service offices of some kind. This is the kind of help that it seems falls through the system. I guess I should have said they didn't get the help, not that they never got it.

it's only after these psychopaths have committed one or more number of serious crimes which you have mentioned, that these people are put under psychiatric analysis and treatment, in a closed surrounding, like judicial custody or a mental institution of course, because they are dangerous to the society , if at large. criminals never seek help, haven't you seen silence of the lambs? the dr. himself is a criminal, a gruesome one at that, who kills and eats human flesh. and not only in movies, in reality also there are individuals who are on a killing spree, or raping, and go unnoticed for a long time. in fact an alert citizen can always help the govt. machinery to nab them, if we are much more concerned about our neighbours, felow commuters, and so on. the real needy for a mental health help are those, who have suicidal tendencies, and now-a- days, 24 hours online, on the phone help is available by experts, in all the countries, to avert suicides, by talking to them, and reaching there in time. so don't confuse between the neurotic, psychopathic criminals and genuine cases needing help.
