Usually 46, since mental retardation is not necessarily a chromosomal disorder. The most common chromosomal cause of "mental deficiency" is Down syndrome (47,+21), and even has a varying affect.

the only mental retardation caused by genetic disorder is the down syndrome ( mongolian children) in which case the human genome will contain an extra somatic chromosome...
so that chromosome count will be 2 sexual chromosomes and 45 somatic chromosomes, a total of 47 chromosomes instead of 46 in normal people
in males (XY+45)
in females (XX+45)

The most common form of genetic 'mental retardation' is Down's Syndrome, this is due to an extra chromosome so rather than the normal number of chromosomes - 46, there is 47 due to an extra chromosome at position 21 - called trisomy.
Aneuploids are when the number of chromsomes differ from the normal and they usually arise from a failure of correct separation of chromosome pairs at meiosis.

47, normally there are 46...also there are MANY reasons for mental retardation...If you are concentrating on a certain one, its probably tricomy 21...down's syndrome....by the way, its no longer politically correct to refer to them as being mentally retarded, even though thats exactly what it is.
