If somebody enjoys being mean to other people, could that be considered a mental health problem?

If somebody enjoys being mean to other people, could that be considered a mental health problem?Like if someone enjoys seeing other people suffer, and I don't mean in a "they deserve it" type way, I mean in a way that the person actually feels at ease knowing that they have caused another person to suffer or become angry or sad... could that be considered a mental health problem?

Yes that is definately a mental health problem and maybe somewhat mixed with very low selfesteem

In some cases yes it is a mental health issue.

no it's not a mental illness, it's called sadism & it's for psychos, mentally ill people normally get psychotic but they're not psychos. Poeple whose soul is sick.
