Community mental health services require diagnosis of a serious mental illness. Bereavement, cyclothymia, etc would probably not work, but depression, PTSD, OCD, etc would. To receive discounted/subsidized treatment, they also require certain financial demographics (your household income, your assets, etc, all which need to be below a certain amount demonstrating that you have financial need). Usually they do not accept insurance, and if you have insurance they may refer you elsewhere.
Basically, you make an appointment at your local community mental health center clinic. They do an intake with you, and will go over your financial information, your insurance information, etc.
Then you meet with a counselor who will do a clinical intake interview with you, figure out if you meet their clinical criteria (ie do you really need to be there), and they will set up up with services from there. They usually offer psychiatric services, counseling and case management. It's a bit of a lenghty intake appointment, and I'd expect to be there at least 2-3 hours, maybe longer. Once the intake is over though, you'll have services and they will walk you through everything.
So get through the first appointment, and they will just about take care of everything else.
