I disagree and agree, sometimes you can't help your behavior. Suppose somebody had a traumatic childhood which caused them to be violent, this isn't *their* fault. Drugs change peoples behaviors, it isn't their fault for the side effects. Some people are just mentally unstable.
However, if someone purposely behaves irresponsibly I agree.

I think this statement is completely false.
Are behaviour is affected by our surroundings. If we grew up on our own in just white, endless nothingness, I doubt we would be able to speak, walk, do anything, because our environment does not require it.
Everything we do is affected by something or someone. Identical twins can grow up to be different in every single way just by a change in lifestyle.
Our behaviour is affected by how we want the world to see us, and how we need to act to get what we want and what we need. If there is no stimulus, there is no need for action.

it is our perception of the thing that causes our actions and tere for our responsibility... and not the thing so technicly this is true but in reality we automaticaly blame the thing because we are unable to comtrol our thoughts

I disagree with the statement in the main. All people are in relationships with other people. All will interact with those people emotionally. If another person is hurtful we are expected to react like blocks of wood! Sure we can be responsible for how we react but if we are unaware of the true cause then we have problems. All people through relationship become insightful and that means we can pickup on the ill intentions of others. When that happens we do not have enough information about what those intentions are but they do cause us to react. We may become irritable, angry, anxious etc. We can only take charge when we know what we are up against. Under unfavourable circumstances for which we have insufficient information how responsible can we be? Unfortunately disease is the outcome. Violence is just the tip of the iceberg.
